Powers and Duties of its Officers and Employees:

The Chairman shall be the Head of the Organisation. The functions and powers of the Chairman shall be in accordance with the Act. Responsibilities, Duties and Powers of the Chairman are as given below:

Functions and Powers of the Chairman

  1. He shall be responsible for interacting with the State and the Central Government authorities. He shall chair the Board meetings and provide the policy directions to the organisation and set organisational goals. He shall review the performance of various Units / Divisions of the Board Office.
  2. He shall have full powers for approving the administrative as well as technical estimates of the Board for any Financial Year or Part of the Year or any estimate for any special work. He shall have full powers for the award of such works for the completion of works as provided in the estimate duly following the norms of GoI.
  3. He shall ensure that the actual expenditure incurred is limited to budgetary provisions.
  4. All decisions of the Chairman shall be final in respect of the Board Office functioning.
  5. The Chairman shall be empowered to delegate powers to subordinate officers of the Board Office as deemed fit.
  6. The Chairman shall have full powers to re-appropriate the budget from one sub-head of account to the other, as per the requirement.
  7. The Chairman shall allot the residual works to any of the officer of the Board Office.

Functions and Powers of the Member Secretary

  1. The Member Secretary shall assist the Chairman for the smooth functioning of the Board. He will organise the Board meetings from time to time and is the front-end officer of the Board.
  2. He shall authenticate and communicate all orders, sanctions and decisions of the Board in the name of the Board under his signature.
  3. He shall be responsible for preparation of Annual Report and submit to the Chairman for approval. The Annual Report shall include important activities of the Board, account for the financial year and water account of the water year in respect of States of Telangana and Andhra Pradesh.
  4. He shall be responsible for administrative and financial matters of the Board including security of the projects under jurisdiction of the Board and legal aspects, e-governance and such other matters as assigned by the Chairman.
  5. The Member Secretary shall formulate the budget for the next Financial Year and will place the same before the Board in the post monsoon of the Financial Year.
  6. Any other function as assigned by the Chairman.

Functions of the Expert Member

  1. He shall collect all data related to power.
  2. He shall be responsible for regulation of supply of power as per provisions in the Act.
  3. He shall advise the Board on all power related issues.
  4. He shall prepare power use account.
  5. He shall prepare policy document on power.
  6. He shall monitor generation and distribution of power.
  7. Any other function as assigned by the Chairman.

Functions of Members from the State Governments

  1. The nominated officers from the State Governments of Telangana and Andhra Pradesh shall represent their respective States as Members of the Board. They shall extend full cooperation in close coordination with Member Secretary in conduct of the Board meeting, confirmation of minutes of the meeting and implementation of decisions taken in the Board meeting. They shall also furnish the information/ data as required by the Board Office promptly.

Functions of the Member

  1. He shall collect all data related to water.
  2. He shall be responsible for regulation of supply of water as per provisions in the Act.
  3. He shall advice the Board on all water related issues.
  4. He shall prepare policy document on water.
  5. He shall monitor the distribution of water.
  6. He shall interact with project officers of irrigation/ water resources projects in Godavari basin in the State of Telangana and Andhra Pradesh in respect of water account and other technical & operational requirements.
  7. He shall be responsible for inspection of the projects under construction/ modernisation/restoration in Godavari basin as notified by the Central Govt. on approval of the Board.
  8. He shall be responsible for appraisal of proposals for construction of new projects on River Godavari or its tributaries as per provisions of the Act.
  9. He shall be responsible for taking necessary action for automation of project operations, maintenance, modernisation, dam safety, improving water use efficiency of the projects as notified by the Central Government on approval of the Board. Page 10 of 26
  10. He shall also deal with other matters such as Technological advancements, Software Development, Disaster Management (floods & droughts) and such other matters as assigned by the Chairman.
  11. Any other function as assigned by the Chairman.
